Redirects revenues from the bicycle excise tax, tax on wages and vehicle privilege tax to the State Highway Fund. Directs the Department of Transportation to use redirected funds for specific purposes related to highways. Prohibits contracting agencies from requiring project labor agreements in connection with public improvement contracts, community benefit contracts or contracts for public works. Specifies exceptions. Directs the Department of Environmental Quality to make compliance instruments under any greenhouse gas regulation program available for purchase by motor vehicle fuel suppliers and deposit resulting moneys in the State Highway Fund to be used for highway maintenance. Revises the formula for weight-mile taxes. Provides for diesel fuel to be taxed in the same manner as gasoline. Directs the Division of Audits to conduct performance audits of the Department of Transportation. Alters the duties of the Joint Committee on Transportation and the Continuous Improvement Advisory Committee. Provides that the Governor shall appoint the Director of Transportation. Repeals the mandatory toll program. Creates the Office of Major Projects within the Department of Transportation. Takes effect on the 91st day following adjournment sine die.
