Relating to greenhouse gas emissions; providing that this Act shall be referred to the people for their approval or rejection.

Modifies statewide greenhouse gas emissions reduction goals. Directs Environmental Quality Commission to adopt by rule standards and requirements to ensure compliance with modified statewide greenhouse gas emissions goals. Directs Department of Environmental Quality to implement and enforce rules. Refers Act to people for their approval or rejection at next regular general election held throughout this state.
